The Director provides leadership and director for the Facilities Operations and Engineering department. Major duties of the position include, but are not limited to, the following: Maintenance Program; develop, schedule and conduct routine tours of all the academic buildings, student housing, other related on campus and off campus buildings, and areas with responsible staff to assess building conditions, troubleshoot potential problems and to ensure a safe, code compliant and fully functional environment. In conjunction with other managers and trades personnel, reviews all capital plans in coordination with the AVP to determine compatibility with existing utilities, including tie-in coordination, standards and services, and makes recommendations on equipment and building components that meet or exceed existing building code and campus standards Supervises and coordinates the engineering trades personnel in the instruction, operation, maintenance and repair of mechanical systems, including heating, ventilation, refrigeration, air-conditioning, fire-water, domestic water, sewer systems and infrastructure and equipment throughout the campus and its associated properties Personnel management; supervise, direct, hire, evaluate, commend and discipline of the personnel under their supervision and trades staff in Facilities Management Budget; in coordination with the AVP and Director of Administrative Operations and Financial Analysis, oversees all the budgets for the Facilities Management trades and Engineering, develop an action plan to make any needed corrections or recovery plans in direct coordination with the AVP. Financial responsibility for the overall Utilities budget, including making projections for budgetary needs Material Resources; determines the necessary materials, supplies, equipment and staffing to meet work order requirements needs and preventative maintenance schedules, and project action plans Safety and Training; ensure and enforce all personnel to comply with all applicable environmental, health and safety instructions, training and regulations. Coordinate with others as required on employee training. Maintains knowledge of applicable health and safety codes and industrial regulations and administers them accordingly. Active member of the Campus Safety Committee Programs and certification requirements; encourages continuing education for employees, in coordination with the Director of Environmental, Health and Safety promotes safety training and makes recommendations for training needs Project Management; with other division leadership, list, prioritize, and review Capital Projects, Minor Capital Projects, Energy Projects, Capital Renewal Projects, Deferred Maintenance, Housing Maintenance Projects, Building Permit Projects to provide input to the process and coordination, as required with the Building Permit Process and insure the State Fire Marshal has signed off on all construction projects; manage projects (including public work projects) from planning through completion, develop methods to complete projects efficiently, coordinate and be responsible for scheduling utility maintenance interruptions, and identify potential points of connection for the extension of utilities services and maintenance, as required Energy Management and Sustainability; plan, direct, and oversee all aspects of sustainability and energy management by providing a comprehensive and pro-active approach to campus sustainability, energy management, and utility distribution - at times, in collaboration with facilities managers. Support campus initiatives that reduce SSU's environmental impact including, but not limited to, tracking and monitoring key sustainability performance indicators (e.g. emissions, energy, water, transportation, procurement and waste), develop and implement sustainability master plan and campus energy master plan, budget development process by forecasting annual utility costs, generate reports for energy reduction, progress on climate change initiatives, commissioning efforts and cost-benefit evaluations Utilities; Oversee and manage utilities budget, usage, infrastructure and operable state of the campus natural gas, electricity (purchased and solar), domestic water, reclaimed water, sewage, storm drain system, and other fuel consumption (i.e. gasoline, diesel, and other fuels used for State activities on campus). In collaboration with facilities managers, reports and plans for utilities usage, repair and maintenance of all campus utilities. Responsible for the monthly energy reports that are sent to the Chancellors office. Publishes the campus 5 Year Energy Plan. Keep a current list of energy reduction projects in lighting, heating/ventilation, and water. Performs routine inspections and monitoring of the Utilities systems. Coordinates any energy conservation project with CO, Investor Owned Utilities (PG&E), outside venders and/or the campus trades people. Validate the usage invoiced from utilities providers like Pacific Gas and Electric (PG&E), electricity, and natural gas; assign account numbers and sign off on all utilities invoices. Schedule and budget for any maintenance or repairs needed to any Utilities system. Work with the CO and the CSU Energy Mangers to purchase Electrical and Natural Gas commodity. Communications to the campus on any outages or utility repairs. Attend information seminars and meetings for the Electrical and Natural Gas commodity, and any Energy Managers Committee meetings. Keep the campus community updated on power reduction days through campus email or other methods. Assists with University functions and special events as necessary and required The Director reviews the SETC Joint Apprenticeship program on-campus on a regular basis to ensure the apprentices have maintained their studies, reporting and work experience performances Represents the University as needed on campus and system wide committees
Performs other secondary duties as assigned.
Duties take place mostly in an office setting located at Sonoma State University, with additional duties performed both indoors and outdoors in various locations on campus in periods of inclement weather. The incumbent must be able to climb ladders and walk assigned area for inspections. Must be able to navigate campus by means of cart driving and walking. Some duties will be performed in the Boiler Plant which has a level of background noise often punctuated by alarms and other signals. Some responsibilities include performing work and conducting inspections and assessing progress on all campus properties including but not limited to the University owned townhouses, the Galbreath Preserve, Fairfield Osborne Preserve, the Faculty and Staff Housing Site, and off-campus leased spaces. As an exempt employee you have some flexibility in your schedule however must be available during the regular campus hours Monday through Friday to meet the operational needs of the campus and department. Evening, night and weekend hours may be required and will be specified by the supervisor to meet operational needs. The incumbent must maintain regular and acceptable attendance at such levels as is determined by the Appropriate Administrator. This position will require occasional travel, by automobile or airplane, and overnight stay to travel to trainings and meetings off campus.
Experience working in an educational and/or public unionized environment is preferred. Architectural license and/or experience in a related field and/or engineering background with sustainability and energy/utilities experience is highly preferred.
The incumbent must be proficient in word processing and spreadsheet functions utilizing conventional programs (MS Word, Excel), and other software for personal productivity, AutoCAD and Microsoft Project and Computerized Maintenance Management System (CMMS) work order systems knowledge and experience is preferred.
In addition the incumbent should possess the following: Thorough understanding and working knowledge of managing budgets, including departmental and project, for a large multi-faceted institution and/or Department; Ability to determine and estimate material and equipment needs to complete tasks/jobs/responsibility in an efficient and effective manner; read and write at a level appropriate to the position and perform arithmetic calculations as required by the position; make timely decisions appropriate to level of responsibility and be able to clearly explain reasoning for decisions, in addition to including appropriate people in decision making process; Must possess the ability to supervise various trades' personnel covered by a collective bargaining contract, coordinate with non-trades personnel and closely adhere to all conditions of those agreements; Thorough understanding and working knowledge of in regulatory issues including fire life safety, Health Department, building codes, building systems, documentation and specifications; Must work in a safe manner; report safety violations and potentially unsafe conditions to management; proper handling and working with chemicals and operating equipment; be committed to high standards of safety and be willing and able to comply with all safety laws and all of the university's safety policies and rules; Thorough understanding and working knowledge of construction practices and procedures including scheduling (CPM, etc.), Field Instructions, Change Orders, Time and Materials, Cost Loaded Schedules, Contractor's Payment Request, etc.; Must be able to understand University Policies regarding the purchase of commodities and services, securing outside vendors, provisions of bid contracts and the responsibilities of a University inspector and have experience working with vendors and contractors; Must provide outstanding customer service; demonstrate effective oral and written communications skills and determine appropriate communication methods when expressing idea and thoughts; analyze situations and take appropriate action=; possess stress management skills to complete work in a timely manner and meet productivity standards; perform day-to-day responsibilities with little or no direction; work in a fast paced environment and still be thorough in work; self-evaluate and make improvements or promote quality of work; prioritize and perform work effectively; and the ability to meet deadlines; Must comply with university policies on harassment-free environment and non-discrimination and accept a diverse workforce and environment; Must possess excellent analytic and root-cause identification skills and the ability to identify alternate solutions to problems, define measureables, and evaluate for success/failure; Must demonstrate proven negotiation skills; Must possess the ability to interpret, communicate, and apply policies and procedures and adapt to organizational, procedural, and policy changes; Must possess experience and knowledge in business process and ability to identify opportunities for improvement using detailed data analysis skills; Ability to understand complex problems and develop strategies and recommendations to the departments and the university; Must be available 24 hours a day, 7 days a week to provide support to facilities' needs; Possess a California Driver's License valid for the operation of any vehicle or equipment required to maintain and operate complete background check; Physical requirements: physical ability to stand and walk, reach with hands and arms; climb and balance; crouch; work at a keyboard, bend, stoop, lift, and move goods and/or tools weighing up to 75 pounds a distance of 10 to 15 feet.

Must have the ability to effectively communicate with all levels within the university and establish and maintain productive and effective, inclusive working relationships amongst diverse populations including staff, faculty, administration, students, and other internal and external constituents.
