FULL-TIME ASSISTANT DIRECTOR, VALLEYWORKS CAREER CENTER (GRANT FUNDED): ValleyWorks Career Center; Non-Unit Professional Position

GENERAL STATEMENT OF DUTIES: The Career Center Assistant Director will provide leadership and direction to staff that supports the Director in achieving identified ValleyWorks Career Center goals, objectives, and performance outcomes. In collaboration with the Department of Career Services (DCS) Operations Manager, the individual in this position is responsible for the day to day internal operational activities of ValleyWorks with the purpose of ensuring effective, efficient, high quality customer services and compliance with Northern Essex Community College (NECC), Merrimack Valley Workforce Investment Board (MVWIB) and ValleyWorks policies and procedures, state and federal laws and regulations, and other funder requirements.
REPORTS TO: Career Center Director
DUTIES & RESPONSIBILITIES:
Assess the need for, create, and implement systems and/or refine current systems to support effective and efficient ValleyWorks internal operations; to be done in collaboration with DCS Operations Manager.
Manage the following programs to achieve contracted program goals: WIOA Adult Program, WIOA Dislocated Worker Program, Dislocated Worker NEGs and other programs for dislocated workers, DTA funded programs, and other special projects that may be assigned; includes supervision and evaluation of NECC program staff.
Provide managerial direction, support, and supervision of front desk systems to ensure high quality reception services; includes hiring, training, and supervising customer service representatives and scheduling staff to cover front desk functions.
Maintain facilities to assure professional appearance, effective use of space, and efficient operations, includes:
Addressing building problems with Lawrence City Facilities Manager including issues related to cleaning, HVAC, electrical, plumbing, and all aspects of the building's physical structure that impact ValleyWorks operation
Working with the ValleyWorks Chief Technology Officer to oversee operation of telephone system, copier and fax machines, and postage machines
Overseeing the procurement of office supplies and miscellaneous equipment
Support the development and continued strengthening of staff Industry Sector Teams organized to improve career center efforts to meet the needs of businesses; serve as facilitating manager for one of the four Industry Sector Teams.
Act as liaison to Career Center partners; includes the oversight and implementation of referral processes and on-site services as outlined in the WIOA Local Memorandum of Understanding (MOU).
Oversee quality assurance system to maintain required customer file documentation to ensure positive program monitoring results; serve as point person for program monitoring conducted by the MVWIB and state and federal entities and develop and implement corrective action plans and measures should they be required.
Collaborate with the DCS Operations Manager to identify and coordinate the provision of staff training necessary to assure the delivery of effective Career Center services, integration of ValleyWorks Department of Career Services and Northern Essex staff, achievement of ValleyWorks goals, and continuous quality improvement.
Participate in the activities of the ValleyWorks/MVWIB Workplace Safety Committee; includes updating the Workplace Safety Plan, training staff on safety procedures, and implementing procedures as outlined in the Workplace Safety Plan.
Support staff hiring process to assure compliance with NECC requirements.
Serve as a productive member of the ValleyWorks Management Team, collaboratively contributing to strategic thinking and planning, idea generation, and problem identification and solving.
Bachelor's Degree in a related field
Minimum of five (4) years of professional management, administrative, and supervisory experience in the field of workforce development or similar environment
Bilingual English and Spanish
Transportation and valid driver's license
Master's Degree in a related field preferred
Ability to provide leadership, motivation, and supervision to a diverse staff
Highly developed customer service skills, as well as communication skills both written and verbal
Understanding of effective program models in employment and training and the implementation of those programs to ensure continuous improvement
Knowledge of the laws, rules and regulations of the Workforce Innovation and Opportunity Act and other programs and grants administered by the MVWIB
Ability to maintain effective working relationships with the MVWIB as well as with federal, state and local agencies
Ability to handle deadline driven environment including multiple and simultaneous responsibilities
Ability to adapt to constantly changing environments and priorities
Strong computer skills, including Word, Excel, Power Point, and Outlook
Familiarity with electronic reporting procedures including accurate and timely data entry and report generation; experience in utilizing and good understanding of the MOSES Database
SALARY: $70,000 - $75,000 with complete fringe benefits package.
