Plans, implements, coordinates and manages all mechanical operations, maintenance, communications, energy management, utilities management (GW), Building Automation Systems (BAS) management and manpower development programs for a facility, campus or portfolio of buildings.
ESSENTIAL DUTIES AND RESPONSIBILITIES Manages all facets of inspections and surveys, including energy audits and analysis, HVAC, electrical and plumbing systems, Building Automation Systems, environmental compliance, accessibility compliance, acquisition and third party surveys.
Supervises and reviews all technical operations to include system air balancing reports, boiler, chiller and cooling tower performance testing; mechanical and electrical system to include high voltage systems tenant work orders, CFC chiller replacement and conversions.
Assists with budget preparation, operating cost estimates and comparisons, life safety program and procedures, and domestic water quality control.
Oversees implementation of programs to ensure compliance with life safety programs and procedures, domestic water quality control and water treatment programs to include environmental and safety compliance.
Develops and provides for ongoing improvement of preventive maintenance and engineering procedures, hazardous materials communications plan, indoor air quality programs, preventive maintenance programs, budget operating costs estimates and comparisons.
Maintains active/ongoing communication with clients, owners, vendors, other inter account teams, and facilities management teams, to include senior facilities site managers.
Advise construction management including HVAC, Mechanical, BAS, Utilities system comparisons and make appropriate recommendations to include HVAC systems, steam line interruptions, start up monitoring and shutdown actions (i.e. when can we tie in to the steam line, etc.)
Leads engineering operations at high criticality work environment (i.e. manufacturing plant, data center, and academic, hospital, research – facilities, etc.).
Responds to emergency situations (fire, evacuation, equipment failure etc.) and customer concerns; provide solutions, ensure accurate and thorough Facility Incident Reports (initial and final) to include root cause analysis.
Oversees all building systems, including plumbing, HVAC and electrical issues.
Assist with due diligence and building evaluations for possible mission/purpose changes or development projects.
Evaluates and recommends building automation, energy management and automatic temperature control systems.
Perform value-engineering studies and evaluate contractor qualifications and recommendations.

EDUCATION and EXPERIENCE Bachelor's degree (BA/BS) from four-year college or university and a minimum of four years experience and/or training. Or equivalent combination of education and experience. Mechanical Engineering degree preferred but not required.Knowledge and understanding of all applicable practices and techniques, laws, project controls and environmental regulations to include safety regulations.
Understands how to manage utilities and operations. Knowledge and understanding of all applicable practices and techniques, laws, project controls and environmental regulations to include safety regulations. Demonstrated experience with boiler and chiller plants; industrial HVAC, high voltage distribution, Building Automation Systems experience. More familiarity with the equipment and operations with a manufacturing campus account (i.e. Plant engineering, large systems, high critical facilities – hospitals, data centers, etc). and can lead/troubleshoot mechanical/electrical/HVAC issues, etc).
CERTIFICATES and/or LICENSES Universal CFC certification. Certification / license in two or more of the following is desired, and certain certifications may be required by local / state jurisdiction: electrical, mechanical, HVAC and refrigeration systems, boiler, plumbing. Facilities Management certification is desired.
