The Technical Operations/Engineering Manager provides day to day mechanical, electrical, process/plumbing (MEP) operational coordination/support on capital projects during planning, design, construction and commissioning, and provides technical direction for, and oversight of, the Central Heating/Cooling/CoGen (HCG) Plant operation. Responsibilities include advocating for, and promoting campus MEP operational standards and protocols, and coordinating the review of design documents by operations and maintenance staff. This position creates and maintains a positive working relationship with the Capital Project and Operational Teams as an interface between construction activities and MEPoperations/maintenance work, and with other staff and contractors. In addition, this position will oversee and manage the day-to-day operation of the central HCG Plant . This position reports to the Director of Energy, Infrastructure & CSO, and works closely with the Director of Planning and Construction, and with other operational managers.
Primary Position Responsibilities: • Provides project management for MEP related projects. • Provides regular MEP coordination between the operational and project teams during the planning, design, construction and commissioning phases of minor and major capital improvement projects. • Coordinates the review of design documents (drawings and specifications) by operations and maintenance staff to ensure that proposed MEP plans are consistent with the College Design Standards for reliability, efficiency and maintainability. • Act as the Department’s point of contact during the commissioning process of the MEP building systems that are affected during the project. Works with the operational team to develop final punch lists, and forwards to the project management team. Ensures that proactive measures have been taken by contractors and project managers before project turnover to the operational staff and end users. • Coordinate chilled water, steam production, and electricity supply with construction and installation projects; planning partial shut-downs as construction schedules require. • Attend regular scheduled meetings, both operational and capital project related. • Develop and maintain in conjunction with the Director of Operations, the department’s MEPoperational and design standards for use by campus hired architects, engineers and contractors. • Working closely with the Maintenance Service Manager, coordinate the communication and interaction between skilled Trades personnel and project teams for review of all phases of MEP capital improvements. • Confer with Central Heating/Cooling/CoGen (HCG) Plant staff on a daily basis to establish steam production, chilling priorities, electricity generation priorities, and to discuss breakdowns, chemical problems, work scheduling and personnel problems. • Inspect Central HCG Plant maintenance projects in progress. • Assist in formulating, developing and implementing policies and procedures to ensure safe, reliable, and efficient use of the HCG plant. • Prepare and present HCG plant budget and needs to the Director of Energy and Infrastructure. • Maintain annual records of steam, chilled water, electricity production, and plant fuel consumption. • Forecast and establish annual fuel needs. • Maintain air emission records. • Maintain water usage and discharge records. • Procurement of Equipment, Materials, and Supplies • Review orders for parts and new equipment at HCG Plant. • Determine fuel availability and nominate natural gas and procure fuel oil. • Review specifications and bids.
• BS in Mechanical or Electrical Engineering, construction management, or equivalent degree/technical experience (mechanical/electrical). • Overall, a minimum of five (5) years of experience in design and/or construction project management, utilities management, and/or central plant operations. • Minimum of five (5) years of experience overseeing successful planned and major maintenance and construction projects related to MEP systems, in particular utilities, central and cogeneration plant and compliance issues. • Knowledge of the operation, maintenance, and repair of high pressure steam boilers, turbines, chilling equipment, electrical generators, ASME water quality guidelines, and related Heatiung/Cooling/CoGen plant equipment. • Knowledge of the occupational hazards and safety precautions associated with central plant operations, coupled with an active interest and alertness in establishing and maintaining safe conditions, methods, and safety standards. • Experience in effective energy conservation methodologies and practices. • Experience in a higher education setting preferred. • General management skills, including: leadership, effective oral and written communication skills, staff development, personal time management, and conflict resolution. • Computer familiarity and competence, including experience with web based reporting systems – BMS/EMS systems, Microsoft Office applications, and knowledge of Facilities Management software systems. • This position is part of a Facilities Management Department rotation for after hour calls and weekend coverage.
