GENERAL PURPOSE: Under general supervision, coordinates and conducts condition assessments and maintains the asset management system for the Agency's assets, including revenue and non-revenue vehicles, stations, transit centers, park and rides, administrative buildings and operation/maintenance bases, and related operating systems such as tracks, signals, communications, and traction power; performs analysis to identify the optimal intervention point where rehabilitation and refurbishment can cost effectively extend the useful life of an asset; supports the development and planning of future capital projects based on analysis of condition assessments, criticality and risk affecting customer service and operations; and participates as a team member of a cross-functional team in the continuous improvement of the Agency's Asset Management Program.
ESSENTIAL FUNCTIONS: The following duties ARE NOT intended to serve as a comprehensive list of all duties performed by all employees in this classification, only a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties. • Develops, coordinates and oversees the asset condition assessment program identifying the critical structural, architectural and safety elements to be evaluated on a regular basis and conforming to FTA standards and requirements if applicable; conducts on-going inspections, continuous improvement of the assessment process, and collects and analyzes associated data. • Conducts day to day coordination and oversight of Agency's asset registry and inventory including tagging (revenue and non-revenue vehicles, stations, transit centers, park and rides, administrative buildings and operation/maintenance bases, and related operating systems such as tracks, signals, communications, and traction power. • Supports the monitoring and evaluation of the Agency's ability to sustain appropriate levels of service based on customer demand and regulatory requirements. • Coordinates with Facilities in identifying appropriate performance standards, maintenance requirements, and replacement/repair costs and schedules and makes adjustments as needed; • Performs technical analytics to translate asset condition assessment factors into near term and long range funding requirements including cost of ownership and life cycle costs estimating; provides recommendations in prioritizing rehabilitation and refurbishment projects that can cost effectively extend the useful life of an asset; • Coordinates with the Operations Department staff review of preliminary as well as final design plans and specifications; and provides formal engineering design review comments to ensure new/modified vehicle, facilities, systems and equipment are designed and constructed for proper and efficient operations and maintenance activities. • Maintains the Enterprise Asset Management System (EAMS) for accuracy of asset status and tie in with the financial system; functions as the Facilities/Asset Control lead of the project transition process including early coordination with Project Managers, adherence to Agency transition policy and procedures; scheduling follow up for exception list items; documenting lessons learned to anticipate and avoid asset operations and maintenance problems in future projects; determines the nature of the assets being created or amended by the project and coordinates construction schedules to determine asset in-use dates; identifies assets being demolished and flags in the EAMS; and supports the configuration management process by ensuring appropriate documentation in the asset management system and controlled documents are identified and updated as affected. • In the absence of the Asset Planning and Programming Manager, plans, directs, coordinates, and reviews work plans for assigned staff; ensures that necessary resources are in place for completing program functions; and reviews and evaluates work products, methods, and procedures. • Supports Facilities & Asset Control adhoc projects and issues by providing input, analysis and participating in investigatory activities as needed. • Provides support to the Asset Planning & Programming Manager and others on matters as directed; serves as staff on a variety of committees; prepares and presents staff reports and other necessary correspondence; attends and participates in professional group meetings; maintains awareness of new trends and developments in the fields related to area of assignment; incorporates new developments as appropriate; ensures processes, policies and practices are interpreted and applied consistently and effectively; ensures accountability and compliance with all current and applicable state and federal laws, Agency policies and procedures, rules and regulations. ientation, physical or mental disability, marital status or veteran status or any another legally protected status.
MINIMUM QUALIFICATIONS: Education and Experience: Bachelor's Degree in engineering, maintenance management, construction science, business administration, or closely related field and six years of experience in facilities/property management, project management or construction/engineering that includes responsibility for asset maintenance management and financial analysis; OR an equivalent combination of education and experience.
Required Licenses or Certifications: Possession of a valid Washington State Drivers License.

PHYSICAL DEMANDS/WORK ENVIRONMENT: • Work is performed in a standard office environment. • Subject to standing, walking, bending, reaching, stooping, and lifting of objects up to 25 pounds; may occasionally be exposed to dangerous machinery, extreme weather conditions, potential physical harm, hazardous chemicals, infectious disease, and extreme noise when working in the field.
