Manages a portfolio of capital and expense improvement projects as assigned. This position has financial authority for all renovation, infrastructure and major capital project expenditures. The average annual renovation and infrastructure budgets this position may manage at one time is approximately $10 million. Coordinate, facilitate and lead the planning, design, bid, construction, commissioning and close out. Work with end user groups, stakeholders and HMS Department representatives to adequately understand project scope and expectations. Develop project budget and schedule based on these expectations and consistent with identified Capital Plan budget. Constantly evaluate alternative design and construction solutions. Write and execute standard University contract for A/E, consultant and contractor services in a manner that delivers a high quality, fiscally responsible solution. Review of construction drawing documents prior to bid to ensure accuracy of the scope, project cost and timeline. Development of RFP, solicitation of contractor(s), bid package documentation, contractor walk through, bid RFI's in partnership with A/E, complete detailed timeline and project cost submission for internal approvals and submission to the University Capital Approval System (CAPS). Once approved, award to qualified contractor. Construction administration oversight including, but not limited to, review of shop drawings, financials, and change orders. FF&E package development, procurement and installation. Proper use of internal standards where applicable. Manages construction consistent with budget and identifies both cost and timeline impact of Construction Change Orders, User Change Requests and/or other unforeseen issues. Responsible for issues which arise and to take appropriate action to keep project on schedule and on budget. Will utilize construction manager to maximize success of job. Completes final budget reconciliation upon project completion, resolves all outstanding invoices and analyzes project costs for use in future project planning/budget development. Ensures completion of project commissioning, punch list and gathering of all close out documentation including testing reports and certifications. Lead collaborative project teams productively while building key relationships that foster a responsible and respectful culture of thought sharing and inclusion in the design and construction process. Resolves issues in a timely and respectful manner.

Bachelor's degree required in Architecture, Engineering, Construction Management, or related field. Seven years of direct capital construction project management experience required.
Experience with Computer Assisted Design (CAD). Advanced skills with Microsoft applications including Outlook, Word, Excel, PowerPoint and web-based applications including Sharepoint. Strong knowledge of mechanical, electrical, plumbing, fire alarm systems, Federal, Massachusetts and City of Boston code compliance and procedural requirements of the authorities having local jurisdictions pertaining to project inspections including the Boston Fire Department. Excellent communication, time management and organizational skills. Must be highly detail oriented. Must have the ability to drive to off-campus buildings.
