Commissioning and Project Acceptance Manager (14981)

Formal title of “Construction Standards and Acceptance Manager.” This position will function as a commissioning manager and provide project management as it relates to the construction project transition at American University. The incumbent will lead the commissioning and support the project management and documentation processes for all construction projects at American University. There are three main components to this position:
Managing the commissioning process
Project management and process documentation
Design standards committee manager
Example projects that this position will support include the Hall of Science and campus heating infrastructure conversion as well as smaller-but-impactful renovation projects. Strong organizational skills, process-orientation, and project management skills are critical to this role as is the ability to communicate with university stakeholders at various levels.
The Manager will serve as the primary point of contact responsible for planning, coordinating, executing, and monitoring the Facilities Management (FM) department’s design standards program; commissioning programs; and warranty, turnover and operational acceptance. The incumbent will implement and manage these programs for FM, to ensure construction and renovation projects deliver operational systems that conform to the University’s expectations, including the owner’s project requirements, the University’s design standards, approved A/E design and operating sequences, and the manufacturer’s installation and operating guidelines.
This position will manage and document communication, participation, and project turnover on behalf of FM for these programs in accordance with project work plan and schedule and will act as FM’s liaison and primary point of communication and coordination with internal and external project managers and commissioning agents accordingly. The Manager will document responsibilities, activities, and performance of FM team members and contracted commissioning agents. They will develop, update and refine these programs, program documents and processes on an as-needed and systematic basis.
This position will serve as FM’s contract administrator for contracted commissioning agents. This position will be responsible for associated data management and upkeep as well as all necessary program awareness, education, and outreach. The incumbent will coordinate and resolve coordination issues and customer concerns related to these programs. This position may work in areas which experience temperature extremes (i.e. heat or cold) or confined spaces in the performing of principle accountabilities for the position

Required Education and Experience
5-8 years of relevant experience in: new construction, building commissioning, facilities operations or a combination equivalent. Additional education may substitute for work experience
Technical skills in design, construction and operation of engineered systems
Fundamental level knowledge in HVAC air and hydronic system operation, instrumentation, testing, adjusting and balancing
Excellent interpersonal communication and problem solving skills
Advanced knowledge of Microsoft Office and Adobe Acrobat
Ability to understand technical writing, read blueprints, design, drawings, operations and explanations and to summarize and discuss commissioning subject matter with confidence
Familiarity with Primavera or Microsoft Project scheduling software
Knowledge of construction safety risks and mitigation techniques as well as computerized maintenance management systems
Preferred Education and Experience
Professional certifications including: EIT, Project Management, LEED AP, Commissioning Certifications through BCA, ACG, and/or ASHRAE
Trade and/or professional education and licensing
