Background: The University of Minnesota’s Facilities Management (FM) department is responsible for the physical assets of the University to provide a safe, reliable and welcoming campus for learning and discovery. We ensure a quality environment for students, faculty, staff and visitors in support of the University’s mission of teaching, research and outreach. U-Construction is a department within FM and serves as the University’s in house design-build unit that manages mid-sized construction projects on the Twin Cities campus. The work volume is approximately $20 Million annually with individual projects generally in the range from $25K-$250K. In addition to managing project work, U-Construction is the liaison between building trade unions and the University for routine, operational matters.
The Quality Assurance Manager is responsible to lead, develop, document, monitor, and analyze the quality system for U Construction projects and daily maintenance work. The QA manager will work with other U Construction managers, staff and trades people to establish procedures and quality standards and to ensure necessary corrective and preventative actions are taken.
This position reports to the Assistant Director, U-Construction and may assume the responsibilities of the Assistant Director in their absence.
Responsibilities: 40% Quality standards:
Prepares, issues and implements in-house quality assurance procedures, standards and specifications
Provide expertise and ensure compliance with the University’s building construction standards.
Establish procedures and processes that comply with University, State and Federal standards of safety, construction and building codes.
Determine training needs and enhance training program for U Construction staff to meet requirements.
Identify process improvement opportunities and collaborate with U Construction managers to implement changes.
Identify quality goals and track performance.
Perform audits and lead root cause analysis discussions when required.
Prepare reports for leadership including analysis, statistics and progress.
Establishes processes to ensure work is done according to project design documents.
Establishes processes to ensure constructability of projects and service work including pre-construction reviews
40% Quality control:
Develop and lead field quality control activities including daily work planning and observations.
Identify and make recommendations for best work practices for internal workforce to ensure quality standards are met.
Works with U Construction management to ensure work performed by U-Construction is code compliant, safe and environmentally sound. Review key performance indicators to ensure commitments are met.
Leads U Construction safety improvement committee. Responsible for safety initiatives within the department.
Provides main point of contact for University safety personnel. Tracks and coordinates training of staff per requirements.
Responsible to update and track requirements for all trades people working at the University according to the Trade expectations document.
Identifies needs and updates trades expectations document as required. Acts as point of contact for trades unions questions and collaborates with unions to develop training as required.
20 % Customer Service:
Promote a customer focused culture in conjunction with all members of Facilities Management. Solicit customer feedback and make improvements based on that feedback.
Assess customer requirements for routine service work as well as project specific requirements and recommend processes that ensure these are met.
Participate on various teams or committees as assigned.
This position will operate on construction sites as well as in an office setting. This position may be exposed to extreme weather conditions, construction sites, confined spaces and potentially hazardous conditions where hearing, visual protection and other personal protective equipment may be required. It may be required to walk, climb and crawl in various weather conditions to physically access and view work sites.
Bachelor’s degree in Construction Management, Engineering, Architecture, Business Administration or a related field.
Eight years of progressive experience as a Construction Superintendent, Construction Manager, Quality Manager, Safety Manager, or other construction management related roles.
Five years experience in a construction leadership role with demonstrated ability to lead, manage and direct the activities of others toward the accomplishment of goals.
Comprehensive knowledge of construction management, quality assurance, and safety standards and practices.
Labor relations experience
Experience in a university setting.
Knowledge, Skills and Abilities:
Ability to provide leadership of a diverse collection of skilled employees.
Ability to review and understand design documents (drawings, spec sheets, etc.).
Ability to listen well and exercise reasonable judgment in application and interpretation of construction standards and building code requirements.
Ability to coordinate and prioritize multiple tasks, resolve problems, negotiate solutions and prioritize work to ensure resources are employed appropriately.
Knowledge of multi-discipline construction principles.
Knowledge of building systems including electrical, plumbing, and HVAC.
Knowledge of quality assurance methods and practices.
Knowledge of state and federal safety regulations and standards.
Well-developed written, verbal, interpersonal and persuasion skills with both internal and external parties.
Ability to manage change within a large, dynamic organization and to gain support and commitment from others.
Understanding of digital communication, presentation and document filing systems.
Ability to work collaboratively with a diverse customer base to address and resolve problems.
Ability to function in a team management environment while being fully responsible for setting, managing and accomplishing goals.
