This recruitment is being conducted to fill a vacancy in Santa Barbara. The current vacancy is in the Planning and Development Department. Although the position is in Santa Barbara; travel throughout the county is required.
The County of Santa Barbara is looking for an energetic, objective and self-starting individual to independently review grading plans and conduct related field inspections. The qualified individual will apply local codes in combination with the best practices in grading design and construction to achieve safe and sustainable development projects. DISTINGUISHING CHARACTERISTICS: Under immediate supervision, learns and assists in grading inspection, reviewing grading and drainage plans, and processing permits; and performs related duties as required. Grading Inspector I/II is a flexibly staffed series. Grading Inspector I is the entry-level class in which incumbents receive training and close supervision and are expected to obtain sufficient knowledge and skills to progress to the journey level within a reasonable period of time. The Grading Inspector series is distinguished from the Building Engineering Inspector series in that the Grading Inspectors enforce grading codes and ordinances and do not have any specific certification requirements. Building Engineering Inspectors enforce building codes and regulations and must, within a year at the journey level, obtain a certification in one of the specialty areas of building inspection such as mechanical, electrical, or plumbing. The ideal candidate will possess:

EXAMPLES OF DUTIES
Reads plans and specifications to assure code compliance during plan check and inspections;
Assists applicants in completing grading permit applications; answers questions regarding grading code requirements and conditions at the public counter and on the phone;
Calculates fees for grading permits; keeps and maintains records of permits and fees;
Conducts inspections of simple lot residential grading and drainage projects; learns to review and respond to complaints regarding unpermitted grading violations; and prepares documentation and evidence for cases related to violations; and,
Learns to conduct more complex grading projects.
One year of experience in grading and/or excavation that would provide knowledge of the basic principles of soil mechanics and geology as applied to grading; or,
a combination of training, education, and experience that is equivalent to the employment standard listed above and that provides the required knowledge and abilities.
Additional Qualifications: Possession of a valid California Class C Driver's License is required.
Knowledge of: basic grading and drainage methods and equipment; basic principles of soil mechanics and geology as applied to grading; standard English usage and grammar; standard record-keeping methods and practices; accepted customer service practices; arithmetic.
Ability to: read and interpret grading and drainage plans and specifications; learn grading ordinances and applicable codes and interpret their application; communicate with the public to secure cooperation and maintain effective working relationships; communicate technical information in an understandable way; represent the department with tact and diplomacy; learn to make appropriate decisions within established guidelines; keep accurate records; use a computer and related software; calculate volume and area; and learn to calculate slopes.
APPLICATION & SELECTION PROCESS:
1. Application and Supplemental Questionnaire Review: Review Applications and Supplemental Questionnaires to determine candidates that meet the employment standards (minimum qualifications).
2. Computerized Competency Assessment: Applicants will be notified by email with instructions on obtaining and taking the competency assessment. The deadline to complete the competency assessment will be clearly stated in the e-mail. All applicants must complete the assessment in order to advance to the next steps in the selection process.
3. Supplemental Questionnaire Ranking. Your responses to the supplemental questionnaire will be scored. The supplemental questionnaire may be eliminated if there are fewer than eleven qualified applicants. Do not enter "see resume' or "see application" as raters will not have access to any information except what you enter in the box for each question. This process may be eliminated if there are fewer than 11 qualified applicants. Applicants must receive a percentage score of at least 70 on the supplemental questionnaire examination to be placed on an employment list. An adjustment may be made to raw scores based on factors listed in Civil Service Rule VI. Those candidates who are successful in the selection process will have their names placed on the employment list for a minimum of three months. At the time the employment list is established, all candidates will receive written notice of their score on the exam(s), rank on the employment list, and exact duration of the employment list.
Conditional Job Offer: Once on a conditional offer of employment has been made, candidate will be required to successfully complete a background check, which includes a conviction history check, and satisfactory reference checks. Appointee will be subject to a post-offer medical evaluation or examination. The appointee must satisfactorily complete a probationary period.
