This position is under the direction of the Director of Operation is responsible for and manages the Port of Corpus Christi Authority (PCCA) Maintenance Department.
ESSENTIAL FUNCTIONS
Manages the work of the Maintenance Department personnel including but not limited to the maintenance, repair, and minor construction of buildings, equipment, systems and facilities, electrical power distributions, roadways, landscaping, vegetation control, and other installations
Oversees the development and implementation of preventive and predictive maintenance programs in conjunction with operations, engineering and maintenance staff to ensure routine inspections and maintenance of facilities are met. Establishes performance goals and production standards for planned and preventive maintenance programs
Coordinates activities with other PCCA departments, outside agencies, tenants, and contractors to inform them of the status of ongoing work and provides information, responds to and resolves complaints and concerns from tenants, clients, the public, and other PCCA Departments. Also coordinates janitorial services with departments
Provides direct liaison with Port customers and lease holders to assist setting up operations, security and fire considerations, access to areas for tours of prospective customers, and provides general information and contact information for questions arising from doing business with the PCCA
Prepares, monitors, and controls the Department Budget. Prepares special reports as needed
Performs project management on repair contracts and upgrades below the $25,000.00 threshold. Receives proposals, assesses qualifications and supervises work progress and specifications
Directs and coordinates responses and makes critical decisions to resolve emergency and disaster conditions to include but not limited to those resulting from area-wide power outages, accidents, fires, floods, winds, or hurricanes
Reviews, approves, clarifies, prioritizes, assigns and coordinates work requests, and maintenance service orders to be performed by the department
Coordinates inter-port mutual emergency and disaster assistance. Maintains resources for PCCA and mutual aid. Maintains a database of Texas certified emergency response, equipment and supplies vendors and contractors
Establishes in conjunction with subordinate staff, department policies, procedures, schedules and methods of maintenance, repair, and minor construction of facilities, equipment and installations to ensure labor and materials are effectively utilized
Provides technical information and research in support of the PCCA’s Environmental Program. Researches new technologies and makes recommendations to Environmental Planning & Compliance staff of feasibility, cost, and usage and environmental impact
Maintains PCCA communications systems: base radios, mobile radios, beepers, handheld radios, repeater and antenna tower; and PCCA integrated security locking systems, gate locks, compound locks and all building locking systems
In conjunction with the Port Security Department provides security upgrades, fencing, barricades, doors and gates and maintain a key and lock control program
Provides security oversight of U.S. Government leased buildings and areas. Control access and ensure physical upkeep when building is vacant. Makes reports as requested to lease administrator of condition, upgrades and maintenance work performed
Reviews and approves recommendations for the purchase of equipment and the specifications for specialized equipment necessary to complete projects; may develop equipment specifications. Ensures a physical inventory is conducted quarterly of all strategic equipment, maintenance department vehicles, equipment, maintenance department vehicles, equipment and power tools
Provides leadership by example for adherence and training in the EMS program and researches other areas where electrical consumption may be reduced, new lighting installed and sensors to monitor room usage for lighting
Maintains an inventory of Port strategic material and supplies and controls usage and replenish. Works with Port Engineering Department to ensure the proper materials are on hand
Performs purchasing agent duties for strategic materials, maintenance equipment and supplies and overall Port material requirements as requested
Adheres to PCCA policy, promotes a safe work environment, safety and environmental consciousness, complies with all applicable safety and environmental procedures and regulations and ensures supervised staff does the same
Supervises, coaches, trains and evaluates the performance of subordinate supervisory personnel; directs training and indoctrination of personnel to improve work performance; assists with the conflict resolution process and disciplinary action of department personnel
Drives vehicle as necessary to complete assigned tasks and works required hours to fulfill position objectives

EDUCATION & CREDENTIALS
High school diploma or GED
Bachelor’s Degree from an accredited college or technical school preferred
Good driving record with a valid driver’s license
Ability to obtain and maintain a Transportation Worker Identification Credential (TWIC) during course of employment
EXPERIENCE & JOB KNOWLEDGE
Implementing and administering a facilities and maintenance program
History of creative effective working relationships, dealing with the public and working with people from diverse backgrounds and areas of technical expertise
Experience interviewing, training and mentoring staff to meet ongoing challenges and to strengthen the Division
Knowledge of principles and practices of management relative to planning
Knowledge of structures and fundamental construction methods
Knowledge of maintenance for facilities such as docks, buildings, electrical and plumbing systems, roads and railroads, and light mobile equipment
Working knowledge of surveying, carpentry, welding, commercial and industrial AC/DC electrical systems, pipe fitting and closely related skills
Knowledge of Municipal and State Laws and Codes relevant to facilities construction and maintenance preferred
Eight years of experience or acceptable equivalent experience in areas or duties outlines
Thorough knowledge of the theories, principles and practices of management, including policy and procedure development and implementation
Broad knowledge of the principles, practices and techniques of effective employee supervision, including instructing, training, planning, delegating, motivating and evaluating work/performance
Knowledge of administrative practices and policies related to budget, personnel and cost control
Strong leader and problem-solver with a collaborative style of effective management
Strong manager of people who is capable of motivating and energizing staff, and with a hand-on approach and willingness to lead by example
