Berkeley Lab's Facilities Division is offering an exciting opportunity to work with world leaders in science, and be a part of a team that will advance science and influence the world. The Facilities Area Manager's primary responsibility and ownership of a specific facilities area management program including all aspects of the program including but not limited to strategic planning, monitoring program development, and monitoring of budget/financial areas.
You will participate in programmatic objective/goal setting, plan development and performance assessment, and reviews of all facility systems. You will be responsible for the safe and effective operation of buildings in a mission-ready state and works closely with building management, tenants, and customers. You will maintain the building environment (including related parking lot areas if any). You will approve and release building work activities and accepts completed work. You will operate and run the building systems as needed. You will act as the point of contact (POC) for building issues, tenant relations and coordination, services, and building ownership. You are responsible for the Service Level Agreement (SLA) performance and expectations. You will promote and implement building management policies, procedures, and methods related to building service and performance measures. You will interface with facility operations, facilities engineering, building code area, project managers, crafts/services staff, subcontractors, and construction management regarding performing work in assigned buildings and associated areas in a professional manner. You will evaluate the effectiveness of Predictive, Preventive, and Corrective Maintenance programs by quantitatively identifying impact failures. You will develop, foster, and maintain cooperative tenant and customer relationships. You will resolve building service problems related to HVAC, plumbing, electrical, repairs, alterations, and other systems or services. Ensure buildings are in a ready-to-use state (operations, cleanliness, assessable, and safe) by partnering with building management and customers. You will explain, promote, and implement facility management policies, procedures, and methods relating to facility services and performance measures. You will identify potential improvements and efficiencies and implements changes. You will provide support for organizational "storefront" for facilities and resources for tenants and programs. You will coordinate and communicate operational/maintenance work. You will support annual work planning and system/structure/component life cycle strategy. You will monitor and report the status of projects as required. You will communicate effectively with facilities organization, staff, management, internal and external customers on all ongoing and planned activities so all entities are aware. You will adhere to and support standards for quality customer service practices. The role involves effective issue-assessment, collaborative solution-identification, risk management and mitigation analysis, clear communication, and outcome-achievement measurement responsibilities.
The position may supervise the activities of exempt and non-exempt personnel, sub-contractors, or project teams, particularly in the use of established tools and processes in the delivery of exceptional collaboratively-embedded customer service. May act as "back-up" to the Maintenance and Repair Manager for facility management needs as requested or required.
Berkeley Lab is located above UC Berkeley, on 202 acres that house over two million square feet of state-of-the-art scientific centers and support facilities. Use general knowledge of Facilities Management program principles, resources, and tools. Use skills as an experienced Facilities Management professional with understanding of Laboratory practices, protocols, procedures and policies. Ability to understand and apply facilities management principles to programs of moderate scope and complexity. Able to manage conflicting priorities and assist in the development of action plans leading to the successful completion of tasks. Knowledge of accounting and budgeting principles and computer-based applications/tools needed for program management.
Achieve collaborative partnerships with research and operational divisions to address facilities, infrastructure, and service issues including root and systemic problem resolution, and to achieve transparent and measurable mission-alignment/readiness.
Assure that day-to-day work, operations, and activities are conducted safely and within established work authorizations in accordance with DOE, federal, state, and related regulations, policies, and procedures.
Analyze and assess current and upcoming mission-alignment of facilities and infrastructure, and to assess risks, alternatives, mitigations and mission-aligned/ready improvements, preventative, and corrective maintenance programs.
Lead and collaborate with partner teams including building management staff, line management and senior management of research/operational divisions, Facilities, IT, Protective Services and EH&S, and including as needed, consultants, vendors, university staff and other external personnel, to provide creative and effective resolution to a diverse range of complex technical problems.
Select methods to implement facilities program management policies and processes in a manner that regularly results in a high degree of both alignment improvement and participant satisfaction.
Assess implementation of service and quality delivery models within the assigned area(s) to identify safety assessment, asset review, process improvement, and cost-effectiveness opportunities.
Ensure that safety rules, procedures, practices, and requirements are maintained throughout the facility and that building specific procedures are current (LOTO, access, hazard assessment, signage).
Work with the facility engineer or assigned project manager to ensure an as-built drawing for a facility are current and redlines have been incorporated. Ensure that all components identified in the drawings are installed and in working order and appropriate PMs have been written and are in the system for issues.
Develop and maintain Service Level Agreements for individual areas, buildings and assets in order to collaboratively create and document operational service level agreements between research divisions and Facilities.
Participate in the assessment of effectiveness, and lead teams in the use of diverse data to address identified opportunities for improvement.
Advise on the annual Facilities Condition Assessment, Requirement Identification, Deferred Maintenance, Preventative/Corrective Maintenance programs.
Communicate updates to Manager and division senior management team on interactive activities and customer issues/concerns/feedback.
Additional Responsibilities as needed:
Participate in interdepartmental and interdivisional discussions and negotiations.
Communicate Memorandums of Understanding (MOUs) and Responsibilities, Accountabilities, Consultations, and Information (RACI) to foster collaboration and understanding of operational guidelines and standards.
Develop, prepare and deliver information about facilities program to a wide range of diverse audiences including management, staff, and internal/external customers.
Bachelor degree in Facilities Management, Engineering, Facilities Engineering or related technical discipline and a minimum of 5 years of building, zone/area, and/or facilities and infrastructure management with a large multi-client, multi-building and/or complex facility, with multi-level customer interaction and communication responsibilities with increasing responsibility in program administration and planning.
Proven experience including significant attention to the identification, assessment, communication, and resolution of complex technical and systemic issues.
Demonstrated experience in planning, prioritizing, organizing, and applying time management skills to manage multiple projects at once.
Experience applying analytical and problem-solving skills to complex problems.
Proven ability to effectively communicate (verbally and written) with individuals and groups at all levels of an organization. Demonstrated ability to effectively and clearly convey high-value complex information and to create high-level reports, presentations, and analyses for a range of internal and external senior managers and leadership.
Demonstrated leadership and project management experience in collaborating with a broad range of external partners and internal colleagues with a diverse range of perspectives, interests, and expertise.
Proven ability to work independently with limited guidance and to effectively raise concerns in a timely manner when support is needed to achieve outcome objectives.

Demonstrated ability to use computers effectively for record-keeping, report writing, and communication and use computer applications such as MS Office, Databases, or Facilities Management Systems at a level of competence to do analysis, produce presentations and report suitable for Facilities and Laboratory management.
Must reside within a one-hour commute of assigned facilities due to On-Call considerations.
Additional Desired Qualifications:
International Facility Management Association (IFMA) or Building Owners and Management Institute (BOMI) Certified facilities manager or equivalent related certification.
PMP/Project Management or equivalent related certification.
An advanced degree in the areas noted.
Facility Professional Management Qualification and demonstrate understanding of DOE Orders, National Laboratory work controls, safety and environmental, and project management processes.
