Lawrence Berkeley National Lab's (LBNL) Facilities Division is offering an exciting opportunity to work with world leaders in science, and be a part of a team that will advance science and influence the world. The Facilities Electrical Supervisor will be responsible for the management, supervision, and operations of emergencies, corrective, preventative/predictive maintenance programs, and alteration and improvement jobs for the electrical and lighting systems at LBNL. You will receive assignments in the form of objectives and determine how to use a wide variety of resources to meet schedules, goals, and objectives. Berkeley Lab is located above UC Berkeley, on 202 acres that house over two million square feet of state-of-the-art scientific centers and support facilities. The Lab's mission encompasses many scientific fields, and its buildings include supercomputing facilities, genetic sequencing labs, laser labs, microscope facilities, and office complexes. Thirteen Nobel Prizes have been associated with Berkeley Lab. Responsibilities: Manage and execute site-wide emergencies, corrective, and preventative/predictive maintenance and A&I of electrical, fire protection, and lighting systems to increase adherence to schedule and customer satisfaction while reducing work order backlog and unplanned downtime of equipment and critical systems. Manage corresponding annual budget to minimize variance by reducing change orders, forecasting needed services and work effort, controlling overtime, and material needs. Partner with WPC to develop work plans, establish schedules, and provide timely feedback on work execution variances that impact safety risk and schedule. Responsible for field implementation of O&M related modifications to existing systems. Meet with customers and related stakeholders to understand their job requirements/objectives and then determine and document the appropriate work assignment for the team's execution. Key participant in the preparation of the Operations annual operating plan and lead participant for the emergency, corrective, and preventative/predictive Maintenance section, including the development of annual scope, budget, schedules, spending plans, and performance targets for preventative/predictive Maintenance managed programs. Establish, implement, and maintain Operations (Dept. wide) standards, best practices, procedures, and training programs to ensure compliance with applicable codes, regulations, and Laboratory standards. Ensure accurate, comprehensive work logs are kept and that information flow is effective. Maintain and exercise emergency response operating plan to minimize the impacts of inadvertent failures. Work overtime as necessary to provide immediate supervision to high voltage distribution systems, fire protection systems, lighting systems, construction and maintenance, and subcontractors. Responsible for ensuring proper electrical PPE for qualified electrical workers Support transition to operations of new systems and modifications to existing systems as per commissioning objectives, roles, and responsibilities. Special focus must be given to maintainability, operability, and system life cycle cost. Be a change agent, drive process improvement initiatives, shepherd employees through change, benchmark best practices, and implement change. Provide guidance to subordinates within the latitude of established Lab policies. Recommend changes to policies and establishes procedures that affect immediate organization and areas. Work on issues of diverse scope where analysis of situation or data requires evaluation of a variety of factors, including an understanding of current business trends. Follow processes and operational policies in selecting methods and techniques for obtaining solutions. Act as an advisor to subordinate(s) to meet schedules and/or resolve technical problems. Develop and administer schedules and performance requirements and has operational budget responsibilities. Interact with subordinate supervisors, customers, and/or functional peer group managers, normally involving matters between functional areas, other divisions or units, or customers and the Lab.
Minimum Qualifications: BA/BS in Engineering or Maintenance Services Management or similar education from a credited university, or equivalent knowledge and work experience. Minimum of 10+ years of facilities maintenance management experience in a complex industrial plant or laboratory facility with multiple buildings. Demonstrated ability to work independently and fully knowledgeable in the operation of DC, LV, MV, HV systems, building electrical systems from 12V to 115KV. Extensive construction experience as a superintendent managing and coordinating construction-related modification projects on commercial and industrial buildings, underground electrical utilities, and building electrical infrastructure. Demonstrated experience utilizing a Computerized Maintenance Management System is required. MAXIMO experience is preferred. Ability to plan, organize, and estimate multi-craft industrial, commercial building infrastructure repairs and underground utility repairs. Extensive construction knowledge of how electrical utility are installed both inside and outside of buildings and have the ability to read and interpret contract drawings in all engineering disciplines which includes single-line electrical diagram, natural gas, water, and sewer piping diagrams. Underground utilities, clean room, and/or research laboratory construction experience is a must. Working knowledge of the regulations associated with asbestos abatement (EPA & CAL OSHA). Working knowledge of the UBC, NEC, Fire Alarm, and Fire Code as related to commercial and industrial buildings. Understand biological and chemical hazards and knowledgeable in the area of construction safety consistent with OSHA, NEC, etc., and other industrial standards. Develop a detailed understanding and practical working knowledge of PUB 30000, which establishes the Lab's EHS policies, and have a general understanding of major environmental mandates and regulations such as RCRA, Clean Air Act, Clean Water Act, CERCLA, as well as DOE Orders pertinent to the environment, health and safety protection Proven record as a team leader and team player in cost-effective maintenance management support services function, while meeting the needs of internal clients. Experience implementing and employing Planning/Scheduling, Reliability Center Maintenance (RCM), and work control methodologies into maintenance organization. Broad knowledge of California Building Codes, NFPA requirements, and industry standards /practices in the Facilities Maintenance arena. Extensive experience and knowledge of building maintenance and repairs, and crafts including carpentry, HVAC, electrical, plumbing, roofing, general maintenance, and labor, etc. Skilled in conflict resolution, balancing workloads, and performing effectively under challenging conditions such as fluctuating priorities, changing assignments, and resources. Proven leadership abilities with a diverse workgroup and skilled in working as part of a collaborative team with colleagues with a variety of backgrounds and work experiences. Ability to influence others on sensitive assignments while still accomplishing objectives in a timely manner. Experience employing project management principles and systems including scoping, estimating, planning, budgeting, controlling, implementing, and change management. Highly skilled communicator both verbally and in writing. Ability to employ computer applications such as Word, Excel, PowerPoint, etc. at a level of competence to produce presentations and reports suitable for Facilities and Laboratory Management. Excellent interpersonal skills and the ability to interact effectively with a variety of staff is essential.
