Bachelor's Degree (foreign equivalent or higher). In lieu of a degree , four (4) years of directly related full-time experience or a combination of higher education and experience totaling four (4) years may be considered. Three (3) years directly related full time professional experience in facilities management. Three years of professional experience related to structural trades, building operations, and/or facilities management. Two years of management and supervisory experience. Knowledgeable in health and safety regulatory and code compliance requirements. Experience conducting inspections and developing and implementing policies and procedures. Proficient in Microsoft Office Suite, to include creating excel spreadsheets and Computerized Maintenance Management System. Must have, keep and maintain the appropriate valid NYS Driver's License; have a motor vehicle record which is free from major violations or a pattern of repeat violations. Master's Degree (foreign equivalent or higher) in Facilities Management or related field. Six years of full time professional experience related to facilities management. Certified or licensed in: building trades, building safety systems, building operations, and/or facilities management. Prior experience at a University or similar facility. Working knowledge of appropriate Health Care Regulations/Codes, OSHA, and Life Safety Codes etc. Knowledge of business management practices, to include managing a budget. Experience with the state procurement system. Experience dealing with collective bargaining units.
Brief Description of Duties:
The Zone Manager will oversee the operation of a defined set of buildings. The Zone Manager will be responsible for coordinating the management of the operations and maintenance of all zone buildings as it relates to electrical, carpentry, plumbing, custodial services, and building maintenance. This position works for the Campus Operations department and works very closely with all Building Managers in his or her zone. In addition, this position works closely with the departments of CPDC, UPD, Campus Events, and EH&S. This position is focused on cost-effective, efficient, and responsible strategies that respond to campus needs and are consistent with University policies and procedures. The selected candidate will have outstanding written, verbal and interpersonal communications skills. Excellent customer service skills and experience interacting with individuals at various levels are a must. In addition, the Zone Manager is required to respond to after hour and emergency calls and provide coordination as needed. The ideal candidate will have excellent verbal and written communication skills as well as an overriding concern for customers.
The selected candidate will be responsible for the following:
The Zone Manager is responsible for the daily operations of their defined zone of buildings. They are responsible for meeting regularly with Building Managers and reporting regularly to the Director of Maintenance. Meetings and reports will detail day-to-day operational issues and concerns of their assigned zone. The Zone Manager will oversee and help coordinate the delivery of maintenance and custodial services, contract labor, and temporary personnel in the general maintenance and repair, renovation, modifications of the buildings they are assigned. They will coordinate with the Building Managers, Director of Custodial, Director of Utilities, and the Associate VP of Operations in delivering and facilitating services to the buildings. They will also assist with evaluating and developing preventative maintenance programs for assigned buildings. The Zone Manager will coordinate shared labor resources between other Zone Managers to ensure proper staffing levels, coverage and service response times are maintained. They will also work with the scheduling of work assignments, making sure employees have proper equipment and supplies to complete assigned task and/or projects. They will ensure proper procedures are followed per industry and university standards. The Zone Manager will perform inspections of their buildings daily to ensure safety and the delivery of services are being met. All Building related work will be tracked by INFOR and tickets will be tracked for work assignments, schedules and completion. Zone Managers will hold all trades performing work in their Zone, accountable for timely delivery of work and for professional workmanship. Furthermore, Zone Managers will be the representative for Facilities and Services when interacting with the end users and departments. They will act as the informational and customer service link between, Academic Departments, Building Managers and Service Departments within Facilities. They are the responsible party for following the facilities work within their zones and responding to any requests and issues relating to Facilities work.
The Zone Manager will oversee and help coordinate the delivery of physical maintenance, rehabilitation, and correction of specific problems within the facilities. Make recommendations on new or existing policies and procedures. Conduct periodic inspections to uncover conditions that require corrective action. Create work orders within the INFOR system to correct any deficiencies within the buildings. Liaison with other university departments such as EH&S, CPDC, and University Police. In consultation with Campus Operations, manage the physical plant's HVAC, electrical, plumbing, and other building systems. In addition, manage contracted and in-house custodial services, manual and electronic access, recycling, and furniture and equipment inventory.
The Zone Manager will oversee and help coordinate the delivery of building security and safety. Must maintain safety standards and ensure compliance with regulatory agencies, and university policies and procedures. Must communicate with and disseminate information to, building occupants. Must maintains inventory control records and submit the requisite inventory control reports to the Property Control Department by specified deadlines. Conduct routine safety checks and provide assistance in emergency situations during routine and non-routine working hours. Act as the building liaison with campus fire marshals and safety committee. Responsible for notifying departments and maintaining fire evacuations procedures as part of the fire warden program. Control and document all security systems and procedures related to building access (electronic access and/or key controls). Create and maintain key inventory.
The Zone Manager will oversee and help coordinate and facilitate event production. This involves coordinating with Conference and Special Event and various departments regarding; room set-ups and breakdowns, audio-visual services, staging, sound, lighting, safety, security, personnel, etc. Interface and coordinate audio-visual services and other technical support services.
The Zone Manager will oversee and help coordinate the delivery of furnishings, equipment, and supplies. Track all furniture and equipment inventory. Monitor overall performance of both in-house and externally contracted maintenance services. Monitor maintenance service performance and report problems to Maintenance Managers. Work with the Recycling department to promote and maintain the recycling program. Ensure smooth operations.
The Zone Manager will oversee and help as a liaison to Department of Information Technology, Telecommunications, and Facilities and Services department for space modifications and alternations. Make recommendations for facility improvements. Maintain accurate phone and network information. Serve on the emergency response team. Attend monthly building managers meeting.
The Zone Manager will also be responsible for emergency response and coordination in critical situations and all after-hours calls related to their zone. Zone Managers are the center point of contact for their zone and all that transpires in their zone relating to Facilities Management.
Other duties or projects as assigned as appropriate to rank and departmental mission.
This is a full time appointment. FLSA Exempt position, not eligible for the overtime provisions of the FLSA. Minimum salary threshold must be met to maintain FLSA exemption.
Essential Position: This has been designated as an essential position based on the duties of the job and the functions performed. Positions that are designated as such are required to report to work/remain at work even if classes are cancelled, and the campus is working on limited operations in an emergency.
