Title: Senior Vice President of Real Estate Management NO PHONE CALLS PLEASE Position Summary Responsibilities 1. Responsible for strategic planning, developing, implementing, and administering the overall goals and responsibilities of the department. Writing and updating Standard Operating Procedures, prepares for and monitors routine internal and external audits, and responsible for compliance in a wide variety of apartment programs and financing requirements. Sets operational goals of the properties and establishes standards for office management, accounting and reporting, leasing, traffic and documentation and resident relations Actively leads, manages, and develops a culture of continuous improvement to ensure effective planning, high standards for management services, and appropriate controls to ensure revenue and performance is consistent with agreed targets. Setting expectations for high levels of Customer Service and overseeing resident relations. 2. Directs and provides guidance to Property management staff in the development and implementation of policies to ensure all procedures follow LIHTC, RAD, private investor, and HUD guidelines, and ensures program compliance in all areas of property management with INLIVIAN. 3. Oversees and provides approval of individually prepared site budgets that will meet the goals of the Owner and INLIVIAN. Review Leasing & occupancy activity to meet budget/proforma expectations, prepares staffing plans, coordinates maintenance schedules (e.g. annual inspections, preventative maintenance) and required narrative and statistical reports for submission to the Executive Vice President of Real Estate Management, the Board of Commissioners (BOC). Reviews reports prepared by departmental staff. 4. Performs site inspections and works in conjunction with the SVP of Maintenance to ensure the physical conditions of the INLIVIAN properties to remain in sustainable and marketable condition. 5. Works with SVP of Maintenance and the District Managers to provide guidance to the maintenance staff in providing skilled trade services (e.g. electrical, plumbing, HVAC, etc.) for INLIVIAN properties and oversees response to routine and emergency repair requests to ensure timely and successful resolution of problems. Directs the preparation of annual maintenance schedules and budgets and their implementation to guarantee quality, efficiency and effectiveness in operations of 3,600 apartment units presently including market rate, project-based assisted housing, tax credit-funded, and affordable housing. Reviews various inspection reports (annual, lender, customer service, etc.) and determine property needs and ensure deficiencies noted are corrected. 6. Confers with the Life Coaches of INLIVIAN’s CORE subsidiary to assist resident family members to more fully and successfully participate in educational and economic programs and to attain life opportunities and objectives. 7. Supervises staff, providing ongoing assistance to support a positive and productive working environment. Ensures strict adherence with staff on-boarding protocols. Evaluates staff performance and determines training needs/development in order for staff to be successful. Approves and oversees the selection, employment, training, direction, supervision, utilization, discipline, and termination of Division employees and makes recommendations for other personnel-related activities. Sets standards, frameworks, performance indicators and protocols, identifying necessary responses to overcome performance issues and takes appropriate action where required. 8. Interacts with businesses, public officials, and public agencies to successfully maintain positive INLIVIAN image and working relationships. 9. Performs other duties as assigned. Education and Experience The following certification(s) must be obtained within eighteen (18) months of employment or other allowable period of hire as authorized by the Executive Vice President of Real Estate Management: Knowledge and Skills 2. Thorough knowledge of the relationship of PHA's to other federal, state, and local jurisdictions and their abilities to provide funds or other support to the INLIVIAN. 3. Thorough knowledge of INLIVIAN operating policies and procedures, pertinent HUD, RAD, private investor, and LIHTC regulations, and federal, state, and local laws and regulations pertaining to housing programs. 4. Thorough knowledge of the modern principles, practices, and techniques of personnel management, training, goal- setting, and performance evaluation. 5. Thorough knowledge of procurement regulations and OSHA requirements. 6. General knowledge of the modern principles, practices, and techniques of maintenance and other functional areas within the INLIVIAN. 7. Thorough knowledge of the modern principles, practices, and techniques of budgeting and accounting, and of the function and operation of the construction industry. 8. Skill in presenting information in a clear, organized, and convincing manner. 9. Must be able to establish and maintain effective working relationships with subordinates, co-workers, and persons outside the INLIVIAN. 10. Ability to accurately and completely document in writing appropriate events and activities. 11. Ability to plan, direct, and supervise the work of others, to delegate responsibility and INLIVIAN, and to hold subordinates accountable for tasks assigned. 12. Ability to read and comprehend complex material. 13. Ability to identify operational problems and develop effective solutions. 14. Ability to establish and maintain effective working relationships with subordinates, co-workers, and persons outside the INLIVIAN. 15. Ability to prepare clear and concise narrative and statistical reports and deal effectively with situations requiring tact and diplomacy, yet firmness. 16. Ability to operate appropriate INLIVIAN computer equipment and software packages. Supervision Controls The employee provides guidance to subordinates within the Property & Asset Management Division, developing activities, setting priorities, establishing timelines, and modifying or making changes in the course of achieving goals and priorities. The employee monitors the work of subordinates for accuracy, completeness, conformity to policy, and achievement of goals or objectives. Guidelines Complexity Decisions and issues facing the employee involve multiple organizational units. Difficulty may be experienced in convincing staff, peers, and other individuals to concur with decisions made regarding day-to-day priorities, operational objectives, and goals. Must be able to bend, stoop, push, and pull in the performance of office-related duties. 4. Must be able to use fingers bilaterally and unilaterally to operate office equipment. 5. Must have vision and hearing corrected to be able to perform essential job functions. 6. Must be able to maintain punctuality and attendance as scheduled. 7. Must be able to perform essential job functions in an environment that will sometimes include increased levels of work-related stress. 8.
