JOB SUMMARY:
Operational responsibility of the parks and sports complex, including policies and procedures, formulate and administer budget and fiscal matters, planning, construction, maintenance, landscaping and turf management, coordination and supervision of all park systems; to plan, direct and review the activities and operations of athletic fields and swimming pool; to coordinate assigned activities with other City departments and outside agencies. Exercises direct supervision over professional, clerical and maintenance staff including pool and athletic fields.
DUTIES AND RESPONSIBLITIES:
Duties and responsibilities may include, but are not limited to, the following:
- Develop, plan and implement goals and objectives; recommend and administer policies and procedures for recreation facilities;
- Coordinates activities, schedules, and services with those of other departments and outside agencies and organizations, provide staff assistance to the City Manager, prepare and present staff reports and other necessary correspondence;
- Direct, oversee and participate with staff in the development of the athletic and pool work plans; assign work activities, projects and programs; monitor workflow; review and evaluate work products, methods and procedures;
- Supervise and participate in the development and administration of the department budget; direct and forecast funds needed for staffing, equipment, materials, and supplies; monitor and approve expenditures; implement mid-year adjustments;
- Create/maintain a business model for sustainability of Chickasha Sports Complex and Lake Chickasha
- Stay current on parks best practices by attending professional conferences and networking with peers in other cities
- Participate with the Parks and Recreation Board, commissions and groups to plan and promote capital improvements and expanded services; attend and participate in professional groups and committees;
- Select, train, motivate and evaluate personnel; provide and coordinate staff training; work with employees to correct deficiencies; implement discipline and termination procedures;
- Act as purchasing agent for the athletic fields and pool; review and approve purchases;
- Respond to and resolve difficult and sensitive citizen inquiries and complaints;
- Monitor the quality of services provided by the division; ensure that all services are efficient, effective and courteous;
- Perform physical labor to ensure readiness of recreation facilities as necessary to accomplish projects;
- Perform minor carpentry, electrical, plumbing and machine maintenance;
- Inspect parks facilities for cleanliness and safety; participate in maintaining park grounds;
- Perform related duties as assigned.
SKILLS AND QUALIFICATIONS:
- Modern and complex principles and practices of athletic fields and community pool development and administration;
- Organizational and management practices as applied to the analysis and evaluation of programs, policies and operational needs;
- Principles and techniques of operating and maintaining pool equipment and facilities;
- Principles and practices of supervision, organization, administration and personnel management;
- Principles and practices of budget preparation and administration;
- Principles and techniques of supervision, training and performance evaluation;
- Principles and practices of horticulture, mechanical maintenance and general construction;
- Personnel policies as applied to interviewing applicants;
- Pertinent Federal, State, and local laws, codes and regulations;
- Basic accounting;
- Stay abreast of trends and innovations to provide quality services;
- Prepare and administer a budget;
- Select, supervise, train and evaluate assigned staff;
- Analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals;
- Effectively administer a variety of divisional activities;
- Identify and respond to public and City Council issues and concerns;
- Interpret and apply Federal, State and local policies, procedures, laws and regulations.
- Operate, maintain and use a variety of equipment, machinery and tools in the maintenance and repair of park facilities;
- Possession of an appropriate, valid Oklahoma driver's license;
- Possession of a Certified Pool/Spa Operator's License or obtain within 90 days of employment;
- Possession of a Structural Pest Applicator’s License or obtain within 90 days of employment.
