The Facilities & Operations (F&O) Directorate's mission is to support the science and technology and environmental restoration missions of the Laboratory by providing a safe, environmentally sound, and reliable infrastructure, to provide high quality crafts and fabrication services to our customers as needed and to protect people, property, and national security.

The Energy & Utilities (EU) Division operates and maintains BNL's:

• Electric Transmission & Distribution System
• Central Steam Facility
• Central Chilled Water Facility
• Potable Water Treatment Facility
• Wastewater Treatment Facility
• Site Fire Alarm Systems
• Building Electrical Systems
• Site Energy Management Control System (EMCS)
• Energy Procurement
• Energy Metering Systems

These operation and maintenance activities are performed in a manner to ensure they are always safe, reliable, efficient, green and mission ready. The EU Division oversees BNL's energy management programs including sustainability, conservation and obtaining economical electric power and fuel supplies for BNL.

Position Description

POSITION DESCRIPTION

The Energy & Utilities Division, within the Facilities and Operations Directorate has an opportunity to fill the position of the Energy and Sustainability Manager that reports directly to the Energy & Utilities Division Manager. This is a management position responsible for the complete oversite of the BNL energy purchases, energy reduction goals, and site sustainability goals. The Energy and Sustainability Manager will lead initiatives across the organization which assess and monitor the use of energy and water. The manager shall work onsite, M-F 8:00am-4:30pm, and on occasion may be required work additional hours to assist with special projects, maintenance periods, or utility emergencies.

Essential Duties and Responsibilities include, but are not limited to:

• Supervising, directing, assigning, evaluating staff, and coordinating work of approximately five technical staff in the Energy Management Group.
• Providing direct technical support to the Manager of Energy & Utilities.
• Manages operational expenses to achieve approved budget for department.
• Representing BNL on membership committees pertaining to access of reliable and low-cost energy supplies.
• Acts as liaison to NYPA, PSEG, and National Grid
• Develops strong customer relationships with DOE representatives, facility managers, and the scientific organizations.
• Develops utility easements as required
• Negotiating utility energy contracts with NYPA, PSEG, National Grid, and other utilities as appropriate.
• Monitoring and recommending changes to senior management pertaining to regulatory issues.
• Verification and approval of over $25 million/yr. in energy costs and associated invoices.
• Reporting to Department of Energy (DOE) on progress toward DOE mandated energy reduction goals.
• Developing annual energy management plans and related documents in support of DOE energy conservation and sustainability objectives.
• Researching, implementing, and managing federal, state, and local incentive programs (e.g., PSEG, National Grid, NYSERDA, DOE) related to energy and the environment.
• Applying for grants and energy incentive rebates as appropriate.
• Ensures the Laboratory receives a reliable supply of oil utilizing competitive bidding process.
• Provides energy use and cost forecasts for all BNL Departments for budget planning.
• Development of energy conservation projects.
• Provides project management for energy related projects.
• Supervises the engineering, programming, and development for site-wide Energy Management Control System (EMCS).
• Supervises the engineering, programming and development for electricity, steam, and chilled water billing systems.
• Performs the energy billing and tracking for electricity, steam, and chilled water facilities.
• Participates in various planning groups, including Electric, Steam, Chilled Water, Communications and Controls.
• Provides technical review and operational support for various BNL engineering projects.
• Supports the daily and ongoing maintenance needs of the utility plants.

Position Requirements

Required Knowledge, Skills, and Abilities:

• Bachelor's degree in marine, electrical, or mechanical engineering or closely related field.
• Minimum of 15-years' progressively responsible experience in managing energy contracts and familiarity with the operation of utility providers, and energy suppliers, with at least five (5) of those years in a senior engineering role or equivalent.
• Familiarity with the operation of Energy Management Systems, Building Automation (BAS) systems, HVAC Systems.
• Knowledge of federal, state, and local statutes related to energy delivery and consumption.
• Advanced understanding of initiatives (Federal and NYS) to reduce consumption of energy, water use, reduction of carbon emissions, energy storage systems, and how to implement these programs.
• Strong decision-making skills and the ability to respond to a complex set of circumstances.
• Strong organizational skills.
• Be motivated, a self-starter, and work independently.
• Ability to read, write, and verbally communicate in English.
• Must have a valid NYS Driver's license.
• Must have working knowledge of computers and software applications i.e., Microsoft Office suite.

Preferred Knowledge, Skills, and Abilities:

• Master's Degree in Engineering or related discipline
• NYS Professional Engineers license
• Certified Energy Manager (CEM) certification
• Familiarity with NYSDEC emissions requirements
• Familiarity with the new Executive Order for federal sustainability

Environmental, Safety, and Health, Considerations:

• Standing, bending, and lifting, up to 20 lbs.
• Ability to wear proper PPE such as safety glasses, safety shoes, and hearing protection.
• Use of private car may be required at certain times
• Domestic travel may be required
