Under the direction of the Building, Utility & Fleet Services Electrical Senior Superintendent, supervise the operation, and maintenance of the Cogen plant, central heating and condensing water systems, Athletics & Recreation swimming pool and all associated equipment related to these systems. Provide written and oral reports, project support, prepares estimates, manages performance and writes performance appraisals & procedures, perform planning, coordinating, inspection and scheduling of work assignments for five Physical Plant Mechanics (Power Plant Operators).

Develop work standards and establish shop goals and objectives. Determines work rules, sets performance standards, sets individual expectations, coaches and provides feedback for the power plant operators. Hires, trains, write and conduct performance evaluations, make merit recommendations and initiate corrective action as necessary for five FTE Physical Plant Mechanics (Power Plant Operators). Oversees or schedules daily work assignments for all supervised. Establish and implement departmental guidelines for safety, and ensure maintenance of a safe working environment. Provide appropriate specialized or technical training for staff. Performs long range planning, daily planning and scheduling of work assignments by inspecting jobs, discussing requests with various campus units, writing daily schedules, distributing work orders, making procedure and material selection recommendations, ordering and inspecting materials required for the job, coordinating, dispatching, establishing or adjusting work procedures to meet schedules, analyzing and resolving work problems. Establish deferred maintenance needs, rationale and priorities for areas managed.
Perform safety inspections and maintain equipment used by shop personnel. Attends safety and training classes and performs job related tasks in a safe manner. Follows all product and university specific safety procedures when using tools and equipment. Ensures that the cogen shop personnel are trained in safety and I2P2 compliance and that it is documented.
Perform other related duties, as assigned by Senior Superintendent.
Manage the operation, maintenance and repair of one Cogeneration turbine plant: including prime mover, generator, gas compressors, black start generator, boilers, high voltage switch gear, propane tanks, heat exchange devices, pumps, air compressors, cooling towers, closed loop heating and condensing water systems, water treatment and all other associated plant auxiliary equipment; the physical education fifty meter swimming facility, (with its chemical sanitizers, pumping and filtration system). Establish daily weekly, monthly, semi-annual, annual, preventative maintenance programs for all systems and equipment. Inspect buildings, facilities, equipment, and utility systems to determine maintenance needs. Prioritize work orders for repair and work projects. Establish budget levels for labor and materials; follow budget trends and adjust operations to meet budget goals and guidelines. Arrange for additions and deletions to crib stock inventory of spare parts for the equipment, utilities, and systems. Perform operating maintenance inspections of facilities and equipment that require federal, state, county or municipal permits. Obtain annual operating permits in cooperation with the campus Environmental Health and Safety Compliance Officer.
Contract work for repair or replacement: develop or request development of necessary specifications; request price and/or bids from vendors; utilize purchase orders, work order authorizations, blanket contract, brief form contracts, perform inspection services for proper completion of work; maintain customer liaison to assure satisfactory completion of the work.
Respond to campus callouts after normal hours, weekends and holidays.
Write and or establish and maintain operating procedures, control schemes, history files, and plant operating data to ensure optimum use of gas turbine cogeneration facility, central heating and cooling plants and fifty-meter pool facility. Assure the provision of efficient, state-of-the-art equipment to support existing systems. Establish and maintain procedures to ensure plant's compliance with ASME (state) codes and laws. Adjust the operation of the gas turbine and systems to ensure optimum operating safety and efficiency. Prepare end of month meter data and transmit to Sr. Supt., PG&E, and the campus Energy Manager.
Work with Physical Planning and Construction project managers, engineers, and architects and work management project managers, in the design and acceptance phase of new construction and alterations of existing, as it pertains to cogeneration, pool facility, central heating and central condensing systems. Works to develop commissioning check sheets for these systems and other systems or utilities that may need verification of operation during project closeout. Review engineering plans and make recommendations for maintenance and alterations.
Provide communication with the campus community, regarding operating schedules, shutdowns, and off-hour operation requests (room permitting). Maintain communication with outside agencies (PG&E, Santa Cruz Water Treatment Plant, Santa Cruz Sewage Treatment Plant, Monterey Bay Unified Air Pollution Control District) as directed and required to operate campus equipment such as the gas turbine cogeneration plant, cooling towers, boilers and emergency water systems (pump station) and remain compliant with all permits. Acts as liaison with campus Disaster Team regarding operation of plant in emergencies as needed.
Operate gas turbine cogeneration plant and auxiliary systems, operate high voltage switchgear, heating and cooling systems. Perform hourly rounds and record on plant log sheets and maintain plant logbook.
Operate auxiliary boilers in conjunction with cogeneration plant; determine load changes on high voltage distribution system.
Operate a Building Management System (BMS) to monitor and control mechanical equipment throughout campus.
Orders propane fuel based on calculations of fuel needed. Take's delivery of fuel loads and determines quantity of fuel to accept.
Receive and responds to campus complaints regarding heating, ventilating and air conditioning. Dispatches individuals for emergency repairs, as needed.
Perform preventive maintenance on all equipment by lubricating, changing filters, aligning couplings, etc.
Perform water treatment testing on heating plant water systems including hot water, cooling towers, soft water systems and swimming pools; maintains swimming pool filter/pumping systems and operates ozone generator.
Substantial experience in plant operations and maintenance, including operation and maintenance of co-generation plants, building HVAC systems, central heating and cooling water plants and systems and codes.
Knowledge and experience in the operation and monitoring of Building Management Systems (BMS) utilizing a graphical user interface, i.e., Honeywell/Tridium or similar direct digital control systems.
Knowledge of and experience reading engineering designs, schematics, blueprints, wiring diagrams, procedure and technical manuals.
Ability to estimate, plan, prioritize, schedule and organize preventative maintenance programs, work repair orders, projects, as well as write, establish and implement procedures.
Ability to analyze and diagnose technical maintenance problems and provide technical support for a multi-craft organization.
Knowledge of and experience with ASME (State) and local codes and regulations.
Ability to effectively supervise multiple staff and knowledge of supervisory/management practices.
Good interpersonal communication skills to interact effectively with campus personnel, including staff, students, and faculty.
Bachelor's degree in related area and / or equivalent experience / training.
Certified Pool Operator
Knowledge of University policies and procedures.
Experience with public swimming pool operations.
SPECIAL CONDITIONS OF EMPLOYMENT
