JOB SUMMARY
Works under the supervision of the Chief Executive Officer (CEO). The Facilities Director is responsible for the overall planning, organization, supervision, coordination, and control of the plant operations and maintenance functions which are necessary in maintaining the physical structures, HVAC, mechanical, electrical systems, utilities and grounds of the Cody Regional Health campus in an operative and safe working condition. The Facilities Director will have direct management responsibilities for the Plant Operations, Environmental Services, and Laundry Departments. Oversee Plant Operations, maintenance, and construction projects throughout CRH facilities, ensure required monthly rounds and checklists are completed and perform general maintenance duties assisting the staff and contractors in completing maintenance and repair tasks. Is responsible for tracking, budgeting, and state notification processing.
EXPERIENCE
Minimum 5 years of experience as a Facilities Director preferred. Must be able to read and interpret blueprints and shop drawings. Proven experience in team building and employee satisfaction.
SKILLS
Should have a workable knowledge in the areas of, but not limited to; carpentry, plumbing, basic electrical wiring and testing, mechanics and welding. Should have knowledge of building systems, housekeeping regulations and laundry compliance. Should have a well-developed written and verbal communication skills, and the mathematical ability to understand and interpret statistical data.
ESSENTIAL FUNCTIONS
- Report to the Chief Executive Officer as to the physical and structural conditions of hospital facilities and the status of work in progress.
- Monitor departmental personnel matters to include interviewing and the hiring of new staff, training, evaluating work performance, promotion, discipline and termination. Direct the grievances of employees to the Human Resources Officer for final disposition.
- Develop, evaluate and implement departmental policies and procedures, goals and objectives, and standards of work for the maintenance and repair building and building systems.
- Administer and implement the preventative maintenance program to ensure uninterrupted operation of the entire physical plant.
- Work closely with other departments and administration. Negotiate priorities, plan work schedules, make job assignments, and order needed materials, supplies and parts. Recommend uses of outside specialty contractors as circumstances indicate.
- Schedule and supervise maintenance repair work, alterations, remodeling, minor constructions, and the checkout, installation, and servicing of mechanical and electrical equipment and building systems.
- Periodically inspect building and utility system to determine need of alteration or repair and accompanies appropriate federal, state, and local authorities with inspecting of facility.
- Supervise installation and repair of new and complex equipment, emergency and major repair jobs, keeping records of supplies and costs on these items.
- Act as the Safety Officer for the facility and assist in the development of the fire plan and fire drills, disaster plan, and core zero planning.
- Employee performs within the prescribed limits of the hospital /departments Ethics and Compliance program. Is responsible to detect, observe and report compliance variances to their immediate supervisor, or upward through the chain of command, the Compliance Officer or Hospital hotline.
- Work with the Environmental Services and Laundry staff to ensure the cleanliness of the physical plant and adequate linen for proper hospital operations in a manner resulting in patient and staff satisfaction scores achieving agreed upon levels.
- Responsible for the Plant Operations, Environmental Services, and Laundry budgets. Review staffing and material requests for these areas to ensure the budgets are complied with and duties of the department are carried out.
- Serve as the project manager on smaller projects and in-house projects.
- Oversee the maintenance and cleanliness of rental properties.
- Work closely with trades and different entities on large scale projects.
- Chair the Environment of Care Committee providing direction over the seven essential elements of EOC.
- Responsible for security systems i.e. cameras, security system and door accesses in all CRH facilities.
- Preform property management services.
SECONDARY FUNCTIONS
- Plan work schedules and assign hours and areas of work to ensure adequate service for all areas of the Maintenance Department.
- Maintain an inventory of parts and supplies to maximize the operational readiness of hospital building systems and equipment with due respect to the limitations of cost, regulations and relative priorities.
- Serve on designated committees as required.
- Attend monthly meetings with the Administrator, Department Heads, and other as requested.
- Responsible for developing the annual operating budget, which includes personnel, equipment, materials and supply needs. Continue to monitor budget after adoption.
- Review and approve work orders and delegate responsibilities to qualified maintenance staff.
- Review and approve all staff hours, time off requests, etc. in time & attendance system.
- Oversee the daily performance and grounds care of the hospital to assure a uniform and satisfactory landscaped appearance.
- Work with Lean Committees to improve operations and cost effectiveness of CRH services.
- May be required to do other related duties for which the individual is qualified to perform.
REQUIREMENTS
Bachelor’s Degree in Construction/Engineering management, Facilities Management, or related field preferred. CHFM preferred. Minimum 5 years of experience in healthcare facility management preferred. Candidate must possess a high degree of judgement, planning, and initiative to oversee Plant Operations, Environmental Services, and Laundry, in addition to providing construction management and bio medical oversight. Excellent interpersonal skills, supervisory skills, analytical skills, and verbal and written communication skills required. Must have working knowledge of applicable standards for regulatory agencies such as CMS, OSHA, NFPA, and Wyoming Department of Health. Must be able to manage multiple departments, buildings, and projects.
